What the New HBCF Portal means for Builders
NSW builders now have a new way of managing Home Building Compensation Fund (HBCF) requirements, following the introduction of the HBCF Portal in 2026. The portal now gives builders the option to complete eligibility and insurance tasks directly online. However, if builders do not wish to manage these requirements themselves, they still have the option to work with a broker or adviser to manage them on their behalf.
Below is a summary of the key changes relating to the new HBCF Portal and what they mean in practice.
Self-service through the HBCF portal
Through the new HBCF Portal, builders will be able to manage all of their HBCF requirements, including the following:
- Applying for eligibility
- Viewing eligibility status
- Managing eligibility reviews
- Requesting profile changes
- Applying for Certificates of Insurance
- Monitoring eligibility limits and capacity
- Assigning a service provider (Delegate)
The rollout of the HBCF Portal is being phased throughout 2026, with builders being onboarded in stages rather than all at once. As part of this process, iCare is contacting builders directly via email with information about when they will gain access to the portal and what steps they need to take to activate their account.
If you haven't received communication from iCare yet, there's no need to be concerned. Builders are being migrated progressively, and you will receive instructions when it's time for your business to be onboarded.
Working with an insurance broker under the new model
Builders that would rather focus on running their business than managing HBCF administration, can still choose to work with a broker or adviser to assist with HBCF cover and administration. To do so, they must nominate that service provider (Delegate) within the HBCF Portal and grant them access to act on their behalf.
